Katherine Tai photoAs international trade counsel to the Ranking Member and Democratic Members of the Committee on Ways and Means, Katherine serves as the staff lead on the Trans-Pacific Partnership Agreement (TPP) and has primary responsibility for covering trade issues in the Asia-Pacific region as well as the specific issues of agricultural trade and food safety, competition policy, government procurement, sanctions, and trade enforcement.

Prior to joining the Committee staff in 2014, Katherine served as Chief Counsel for China Trade Enforcement at the Office of the U.S. Trade Representative (USTR) where she was responsible for managing the development and litigation of U.S. disputes against China at the WTO. From 2007 to 2011, Katherine was Associate General Counsel at USTR and U.S. lead lawyer for the China – Raw Materials WTO dispute as well as the U.S. – Continued Suspensions of Obligations in the EC – Hormones Dispute WTO dispute at the appellate and settlement stages.

Katherine is a graduate of Yale University and Harvard Law School.
